abstract = {Coal mining has been considered as one of the economic activities that highly contributes to the growth and development of the country. The potential of the sector has been promoted by the national government, with the transformation of institutional structures that encourage the creation of decent jobs and the wellbeing of the community, as well as the promotion of strategies to modernize coal mining, especially in departments that historically have presented high rates of informality in small coal mining, such as Cundinamarca. The conflicts associated with the mining activity in Lenguazaque, Cucunubá and Guachetá, the municipalities of the province of Ubaté with the largest coal production in the department, allow us to analyze the transformations that the small mining industry faced towards 2015, and consider the impact of the transition towards a new regulation for mining, and studying the difficulties they have in overcoming indicators of Unsatisfied Basic Needs.},
