En 1971 ocurrió una de las mayores migraciones transfronterizas del siglo XX, donde la vulnerabilidad Estatal y la magnitud de la crisis humanitaria propiciaron un fortalecimiento institucional del ACNUR y un desarrollo del Régimen Internacional Humanitario.
Abstract
In 1971 occurred one of the largest cross-border migration of the twentieth century, where the vulnerability of the State and the magnitude of the humanitarian crisis led to a strengthening UNHCR"s institutional arrangements and development of International Humanitarian.
