Resumen
En este documento se presenta un análisis detallado sobre el problema de la calidad de la educación en Bogotá. Se asume que es posible leer la calidad a partir del entorno de los sistemas sociales y sus necesidades de reconocimientos y cuasiquilibrios, por lo tanto este fenómeno es analizado desde una perspectiva sistémica, a través de una direccionalidad intencionada entre el problema del principal y el agente. Posteriormente se argumenta acerca de la necesidad de una bidireccionalidad en la cual el sistema educativo responda a la demanda de los sistemas sociales económicos y estos a su vez ofrezcan la posibilidad de la expansión del sistema educativo en sus pretensiones y objetivos. Se asume que el problema de la calidad de la educación es posible formularlo a partir de los impactos biunívocos de los sistemas, desde relaciones funcionales como: probabilidad de egreso del sistema educativo e inversión neta en la producción manufacturera, la inversión (costo de la educación) versus ingreso profesional, y el nivel medio de educación versus la productividad del sector manufacturero. Se concluye, a partir de los hechos estilizados y las estimaciones cuantitativas, que el sistema de educación se ubica en la posición de agente, dejando la posibilidad hipotética de asumir que el rol ocupado no corresponde a los requerimientos de la construcción de conocimiento que exige la actual fase de la globalización.
Abstract
This document shows up a detailed analysis about the problem of the quality of the education in Bogotá. We assumed that is possible to read the quality starting from the environment of the social systems and their necessities of recognitions and cuasi-equilibrium, therefore this phenomenon it is analyzed from a systemic perspective, through a deliberate directionality between the principal and the agent problem, later on one argues about the necessity of a bidirectionality in which the educational system responds to the demand of the social economic systems and these in turn offer the possibility of the expansion of the educational system in its objectives and pretenses. It is assumed that the problem of the quality of the education is possible to formulate from the biunivocal impacts of the systems, from functional relationships as: probability of expenditure of the educational system and net investment in the manufacturer production, the investment (cost of the education) versus entrance professional, and the half level of education versus the productivity of the manufacturer sector. It concludes, starting from the stylized facts and the quantitative estimations, that the education system is located in agent’s position, leaving the hypothetical possibility to assume that the busy list doesn’t correspond to the requirements of the knowledge construction that it demands the current phase of the globalization.
