Resumen
Este escrito se constituye en una revisión de los conceptos desarrollados en el marco de la logística y cadenas de suministro comerciales que han encontrado cabida en el contexto de la asistencia humanitaria. Aunque, desde la academia, ya se han emprendido revisiones con el mismo propósito, resulta necesario contar con información actualizada que dé cuenta sobre las perspectivas de regiones con potencial de aportación al tema, como lo pudiese ser Latinoamérica. Es entonces, que este artículo tiene una doble finalidad: primero, mostrar la importancia dada desde la academia a la transposición de conceptos, herramientas y marcos teóricos concebidos desde el ámbito comercial que pudiesen resultar relevantes para el estudio de la logística y cadenas de suministro humanitarias. Segundo, identificar los enfoques más comunes en el estudio de la logística y cadenas de suministro humanitarias teniendo en cuenta el contexto geográfico donde son desarrollados. El valor agregado de este escrito, sobre revisiones precedentes similares, radica en la evaluación del estado de desarrollo de la logística y cadenas de suministro humanitarias desde la academia, planteando, consecuentemente, la oportunidad de contribución a la temática desde el ámbito latinoamericano. Este artículo se divide en cuatro apartados. El primero, plantea de manera introductoria la urgencia de abordar los conceptos de logística y cadena de suministros humanitarias desde la academia, concretamente desde el enfoque de América Latina. El segundo apartado evidencia la metodológica aplicada en la recopilación de documentos académicos relevantes para la revisión propuesta. El tercer apartado exhibe los resultados obtenidos, para luego ser discutidos a detalle a lo largo del cuarto apartado. Finalmente, el quinto apartado enlista las conclusiones derivadas de la discusión del apartado anterior.
Abstract
This paper aims to undertake a review of the concepts developed from the commercial logistics and supply chains that might match up in the different scenarios of the humanitarian relief. Although there are several similar reviews, this manuscript considers the need of upgrading the existing information to give account of the perspectives of the different regions that could contribute to the development of this state of art (in this case focusing in Latin America). Therefore, the purpose of this paper is twofold: Firstly, it displays the importance given from the academy about the transposition of concepts, tools and frameworks conceived from the commercial organizational context that might be relevant for the study of the humanitarian logistics and supply chains. Secondly, it identifies the most common approaches in the state of art of humanitarian logistics and supply chain considering the geographic context where they are developed. The added value of this paper, in contrast to previous reviews, lies in the evaluation of the state of art of humanitarian logistics and supply chain from the academy while considering the opportunity of the Latin American context to deal with this subject matter, this, due to the background of the region which is not unaware of the occurrence of situations that require an accurate execution of the activities related to the humanitarian relief. This paper is divided into four parts. The first one comes up with an introduction that shows the urgency of tackling with the concepts of humanitarian logistics and supply chains from the academy through an approach to the Latin American context, to be precise. The second part depicts the methodology applied for the compilation of the required sources. The third part shows the obtained results that will be thoroughly discussed in the fourth part. Finally, the fifth part sums up the conclusions resulted from the discussion.
