Dos años de la firma del proceso de paz : entre la esperanza y el escepticismo

Resumen
Tras la derrota del plebiscito el 2 de octubre de 2016, el Gobierno de Juan Manuel Santos renegocia el acuerdo firmado en Cartagena con la oposición liderada por el expresidente Álvaro Uribe Vélez. Finalmente, el 24 de noviembre de 2016 en el Teatro Colón en Bogotá, el Presidente Santos y Rodrigo León Echeverry, alias ‘Timochenko’ líder de las Farc firman el texto definitivo del acuerdo de paz. Días después el Congreso de la Republica refrenda el texto y el 1 de diciembre llega “el día cero” o fecha de entrada en vigor del pacto. El 13 de diciembre la Corte Constitucional da vía libre a su implementación a través de la vía rápida legislativa conocida como Fast Track. Sin embargo, durante estos dos años una serie de acontecimiento han impedido una óptima implementación del acuerdo como la aparición de disidencias de las Farc, el robo de los dineros de la Paz, la captura de Santrich con fines de extradición, la ausencia de Iván Marquez y ‘el paisa’ de la JEP, y las fuertes acusaciones del Fiscal General de la Nación contra los ex miembros de la guerrilla y los bienes no declarados. En este reportaje los principales actores del gobierno de Santos, exmiembros de la guerrilla de las Farc y la oposición representada por el Centro Democrático, hablan sobre los princiaples puntos del acuerdo de paz, su implemetación y críticas en su avance.
Abstract
After the defeat of the plebiscite on October 2nd, 2016, the Government of Juan Manuel Santos renegotiated the agreement signed in Cartagena with the opposition led by former President Álvaro Uribe Vélez. Finally, on November 24, 2016 at the Teatro Colón in Bogotá, President Santos and Rodrigo León Echeverry, alias 'Timochenko' leader of the Farc, signed the final text of the peace agreement. Days after, the Congress of the Republic endorses the text and on December 1st comes "the zero day" or date of entry into force of the agreement. On December 13, the Constitutional Court gives free rein to its implementation through the ‘Fast Track’. However, during these two years a series of events have prevented an optimal implementation of the agreement such as the appearance of dissents by the Farc, the theft of the money given to the Peace Agreement, the capture of Santrich for the purpose of extradition, the absence of Iván Márquez and 'the paisa' of the JEP, and the strong accusations of the Attorney General of Colombia against the former members of the guerrilla and the undeclared assets. In this report the main actors of the government of Santos, ex-members of the Farc guerrilla and the opposition represented by the Democratic Center, talk about the main points of the peace agreement, its implementation and criticism in its advance.
