One of them is the concept of civil society that, in appropriation terms, has had variations facto and jure after the Political Constitution of 1991. Two concepts are analyzed jointly: society, which articulates complex systems of relations and the civility, like quality which modifies politically these relations, once are located in a political frame. Such political frame is characterized by the use of discursive tools that facilitate so much the verbal use as the materialization of the concepts. Is inside of this political speech, where the variations in the operationalization of the concept of civil society are analyzed during the last three presidential periods from 1994 to 2006. With the purpose of fulfilling the objective of analyze the special features traced by each Government, in response to the political dynamics that surrounds it. Therefore the concept is observed from a liberal political theory and then the method of conceptual history is applied. Finally a vision articulated between the country´s political reality and the speech´s content itself is obtained.
