abstract = {This article relates the housing processes, the frizenship formation and the recognition of the right in the city of Medellin. To begin, it said that in the modern cities, a citizenship is happening in politics. In the following, a brief historical reviwe presented the interaction between social struggles and urban politics; interpreted as civil grammar and estatal order. Finally, a re-reading of the informal urban territories is proposed, to overcomer the vision of the "dual city". These points, among others, are the basics to justify an investigative urban agenda, under a political and culture perspective.},
