Its perpetrators usually evoked it as an excuse to ensure the safety of a social group. I suggest that this practice becomes instrumental because it seeks to establish a particular kind of moral and social order; as well it is expressive because it reveals a hierarchical social structure and classification system that is supported by the belief that there are some individuals who are a source of danger, the most undesirable, and others, who are in danger.
