abstract = {The aim of the present investigation consists on determining which is the theoretical and practical conception of citizenship inside the politics of Civil Culture (Cultura Ciudadana) from the case of the "Voluntary Saving of Water" in 1997 at the city of Bogota. For it, there was realized an analysis of content of 263 documents of different sources, categorized in Press and Institutionally. By means of the analysis it achieved to determine that the citizenship inside the Civil Culture uses different elements of the theory of the citizenship realized from the Philosophy. Of equal way, there proposes a citizenship himself moralist who departs from the fact of a homogeneous city when actually it is heterogeneous, this is evident in the comprehension of the social classes inside Bogota and his slight relevancy to solve Chingaza"s crisis in 1997. Finally, in the discussion between active or passive citizenship, there is deduced that in the Civil Culture one presents an active citizenship in the space of the private thing, with great participation in the duties determined by the punishment and passive in rights.},
