The hypothesis that the preferential voting is the ideal tool for maintaining political personalities by those benefiting from the reform candidates. As justification arises in Colombia and in countries with institutionalized party systems, a process of political reform is limited to modifications or adjustments of any rule or law in effect on the legal framework or the current Constitution of any State .
