abstract = {For territorial entities it is important to face global changes, which have repercussions in the cities and municipalities that are part of the country, consequently, it is required that the mayors respond to the demands of the new environment, attending the current development plan with actions targeted at innovation and agility of processes that guarantee the well-being of its people and social transformation. It should be noted that the Turbo District in the Department of Antioquia has been the protagonists of a significant demographic growth causing various problems in its viability, execution of projects presented to financial entities, urban planning, housing, among others; Hence, the need is felt to establish procedures through a system that streamlines the formulation of the project for its subsequent execution. In this sense, the focus of this project is to provide the Turbo Mayor's Office with the systematization of methodological criteria and technical aspects in the preparation of territorial projects in the transport sector according to the required requirements, through an optimization system that detects and issue alerts regarding non-compliance with the regulations, specifically in the formulation and structuring processes that are within the pre-investment stage. Now, when the situations described are addressed in real time, the municipality of Turbo will increase the indices of efficiency, effectiveness and effectiveness in the presentation of territorial projects of the transport sector before the responsible entities, complying with the AMS, adhering to the norm and guaranteeing in a greater percentage of the management of resources in a timely manner, thus achieving the goals proposed in the development plan and the transformation of the region. In summary, the application of SOPT as an information management system developed in a web application will facilitate the Municipality of Turbo to comply with development plans optimizing resources, money and time.},
