In spite of the growing awareness about this section of the labor market in Colombia since 1986,2 it seems there hasn't been any sort of regulation or economic policy strictly addressed to reduce the volume of informal workers within the total working population. Being labor informality a countercyclical factor with a rather low correlation coe cient and given the rather low one digit growth rates of the economy in recent years, to February 2010, about 57.8% of urban workers in Colombia still belongs to such an unwanted segment of the market. This work pretends to illustrate why labor informality is a relevant indicator of Colombia's economic and scal situation and why it should always be taken into account at the time of making several kinds of economic policy decisions, without letting this indicator hidden behind the unemployment rate. For this purpose, a classi cation and subsequent estimations of the scal costs of informality are made under the current and a hypothetic segmentation of the labor market, and an index is calculated with the purpose of showing the consequences over the scal sustainability of the Health Care System in the country.}, booktitle = {Borradores de Investigación : Serie documentos economía, No. 6 (Mayo de 2011)}, keywords = {Informalidad}, keywords = {Ineficiencia fiscal}, keywords = {Desprotección social}, keywords = {Empleo Colombia}, title = {Informalidad laboral : ineficiencia fiscal y desprotección social}, publisher = {Editorial Universidad del Rosario}, }
