abstract = {This study tries to show the incidence of the use of a public policy approach (PP) in the results obtained after the formation and implementation of the Law 608 from 2000, the reconstruction´s focal instrument of the Department of Quindío after the earthquake of January 25, 1999. This paper identifies two general political approaches, the representative -positivist and the participative – constructivist, using those approaches the case is classified. The initial hypothesis indicates that the implementation of this law allowed Department´s economics recovery, however was insufficient. Then, the policy approach’s application let us identify mistakes and absences during the process of formation and implementation of the Law.},
