abstract = {The interest of this case study is to analyze the logics of power and negotiation strategies immersed in a complex process such as the creation of the Arms Trade Treaty. Therefore, the study examines the evolution of the tensions between participating States concerning the content of the Treaty, highlighting power logics within the negotiations and the external factors that contributed to the resolution or exacerbation of these tensions. Based on different theoretical concepts of negotiation, the study analyses the specific role of coalitions as a crucial strategy used by small states to somehow counterbalance the asymmetry of power in a scenario where the major exporters and importers of arms have greater weight in the negotiation.},
