abstract = {This paper explains the Brazilian reality of favelas, in particular those in the city of Rio de Janeiro. Likewise, it pretends situate the reader in the favela Rocinha, and in one of the main problems that confront its inhabitants: the childish violence, or violence against children. The inability of the State to give solution to this problem has carried to institutions like UNICEF to create alternatives to mitigate it, so that is important to analyze this new agenda, which is the first cycle of the program “Plataform of the Urban Centers”. Field work is been chosen as the methodological tool, to account such reality, and to conclude that a social problem can, sure enough, modify the determination of an institutional agenda.},
