El Consejo de Seguridad de las Naciones Unidas en el proceso de reconciliación y justicia de Ruanda 1998-2008
Summary
En el presente artículo se analizó el proceso de reconciliación y justicia en la reconstrucción de la sociedad ruandesa tras la perpetración del genocidio en el período de 1998-2008. Tras la exacerbación del conflicto en Ruanda la población se vio seriamente afectada y la comunidad internacional por medio del Consejo de Naciones Unidas decidió instaurar el Tribunal Penal Internacional para Ruanda para acompañar el proceso, sin embargo, éste y los tribunales Gacaca tuvieron un alcance limitado. Se tomó como base el análisis de sentencias por parte de los Tribunales y el desarrollo usando las transformaciones internas a nivel político, social y económico con el fin de hacer un estudio relacional y analítico. Los conceptos que fueron utilizados para el desarrollo de la investigación fueron genocidio, justicia transicional, operaciones de paz, reconstrucción social y desarrollo integral por medio de un estudio cualitativo.
Abstract
In the present article it has been analized the process of reconciliation and justice during the reconstruction of the rwandan society after the genocide that took place between 1998 and 2008.
After the exacerbation of the rwandan conflict, the population ended up seriously affected and the international community through the United Nations Security Council decided to establish the international criminal court to support the process, however, this and the gacaca courts had a limited reach. The analysis of sentences dictated by the courts and the development using internal transformations at a political, social and economic level in order to make a relational and analytic study were taken as a basis. These are the concepts that were used to carry out the research; genocide, transitional justice, peace operations, social reconstruction and integral development through a qualitative study.
