El consumo de los hogares colombianos, 2006-2007 : estimación de sistemas de demanda

Resumen
Utilizando datos a nivel de hogares de la Encuesta de Ingresos y Gastos 2006-2007, estimamos cuatro diferentes especificaciones de sistemas de demanda para Colombia, a saber, el sistema lineal de gastos (les), el sistema lineal de gastos extendido (eles), el sistema cuasi ideal de demanda (aids) y el sistema cuasi ideal de demanda cuadrático (qaids). También calculamos valores de elasticidades gasto, ingreso y precio para diferentes grupos de bienes. Encontramos que la elasticidad gasto de los alimentos se ha mantenido estable a través del tiempo, entre 0,71 y 0,77 para el conjunto de hogares urbanos. Sin embargo, al comparar hogares de diferentes quintiles de ingreso, encontramos que esta elasticidad varía entre 0,58 y 0,85. Este hallazgo debe tenerse en cuenta en el diseño de la política pública. Por su parte, bienes como la salud, la educación y el transporte han dejado de ser bienes de lujo y ahora son bienes necesarios o bienes de elasticidad gasto unitaria, dependiendo del sistema que se use para estimarla. La reducción en las elasticidades gasto de estos bienes refleja las políticas que se han llevado a cabo en el país en las últimas décadas.
Abstract
Using household data from the 2006-2007 Households Income and Expenditure survey, we estimate four different specifications of demand systems for Colombia, namely, the Linear Expenditure System (les), the Extended Linear Expenditure System (eles), the Almost Ideal Demand System (aids) and the Quadratic Almost Ideal Demand System (qaids). We also calculate expenditure, income and price elasticities for different groups of goods. We find that the expenditure elasticity of food has remained stable over time, between 0.71 and 0.77 over all urban households. In contrast, comparing households across quintiles of income, that elasticity varies between 0.58 and 0.85. This finding has to be taken into account in the design of public policy. Health, education and transport are no longer luxury goods but either unitaryexpenditure- elasticity goods or necessity goods, depending on the system used to estimate the elasticities. The reduction on the expenditure elasticities of these goods reflects the policies implemented in Colombia in the last decades.
