Resumen
Desde el comienzo de la década de 1990, el Consejo de Seguridad ha multiplicado su actividad cuantitativa y cualitativamente. No todas las acciones emprendidas desde entonces parecen acomodarse a las competencias atribuidas por la Carta en su Capítulo VII aunque el Consejo lo utilice como fundamento formal. El estudio de algunas decisiones controvertidas subraya el comportamiento del Consejo, excediéndose del ámbito competencial atribuido por la Carta y la ausencia de contrapesos institucionales que permitan controlar la validez de este órgano principal de las Naciones Unidas.
Abstract
From the beginning of the 1990s, the activity of the Security Council has increased in both substantive terms and number of decisions. However, it must be noted that not all actions performed since then seem to be clearly in accordance with the powers given to it by Chapter VII of the UN Charter, which nevertheless is invoked by the Council as their source. The exploration of some doubtful cases highlights the facts that the Council has exceeded the powers granted to it by the Charter and that there is an absence of institutional checks and means of controlling the validity of the actions undertaken by this main body of the United Nations.
