Resumen
El IASB (International Accounting Standards Board) es el comité internacional encargado de la armonización y estandarización de las normas, procedimientos y regulaciones concernientes a la información financiera de las empresas, de tal forma que contribuya a la toma de decisiones financieras y administrativas dando respuesta a las necesidades de los diferentes grupos de interés. Colombia inicia el proceso de estandarización con las recomendaciones emitidas por el Fondo Monetario Internacional según el informe de observancia de códigos y normas (ROSC), para dar cumplimiento a lo anterior, en julio de 2009 el Gobierno Nacional emite la Ley 1314, que tiene como objetivo regular los principios y normas de contabilidad e información financiera para este país. En el año 2013 el Ministerio de Comercio, Industria y Turismo expide el Decreto 3022 que comprende el marco técnico normativo para las empresas que conforman el grupo 2 Pymes. La emisión de la norma referida en el párrafo anterior, pretende resolver la problemática que se venía presentando en las empresas colombianas, ya que la información proporcionada en algunos casos no cumplía con las condiciones requeridas para la toma de decisiones de acuerdo con los estándares internacionales generalmente aceptados.
Abstract
The IASB (International Accounting Standards Board) is the international committee in charge of the harmonization and standardization of the standards, procedures and regulations relative to the financial information of the companies, in such a way that it contributes to the financial and administrative decision-making by responding to the needs of the different stakeholders. Colombia began the standardization process with the recommendations issued by the International Monetary Fund according to the Report on the Observance of Standards and Codes (ROSC); in order to comply with the foregoing, in July 2009, the National Government issues Law 1314 which aims at regulating the accounting principles and standards for financial information for this country. In 2013, the Ministry of Trade, Industry and Tourism issues Decree 3022 that comprises the regulatory technical framework for the companies comprising group 2 SMEs. The issuance of the standard mentioned in paragraph above intends to resolve the problems that have occurred in Colombian companies, since the information provided did not meet in some cases the conditions required for decision-making in accordance with the generally accepted international standards. The interest on focusing this research on Group 2 obeys to the fact that in Colombia, according to Koontz, Weihrich, & Cannice, (2012), 95% of companies are SMEs, which are in the process of adopting International Standards and in accordance with the information consulted in the Superintendence of Companies, (2015) of 100% of the companies bound to report, 23% did not comply with the delivery of information of the opening balance
