Resumen
Los regímenes democráticos presidenciales imponen límites constitucionales a la duración del mandato del presidente y a la posible ocurrencia de reelecciones posteriores. Los límites de plazo y las restricciones de reelección también existen en el gobierno de corporaciones y firmas para el presidente de la junta y para los miembros de la junta. En este documento, se intenta identificar cuáles podrían ser las principales razones de estas limitaciones y restricciones. Una estructura de costos arquetípica relacionada, que también se encuentra en la Teoría del inventario y la Teoría de las líneas de espera, se identifica y modela para estudiar factores como el costo de la corrupción, que son factores clave para determinar la duración óptima de un término gubernamental. Al final del artículo se presenta una consideración teórica del juego de estrategias de corrupción y limitaciones de términos.
Abstract
Presidential democratic regimes impose constitutional limits on the duration of the president’s term and on the possible occurrence of subsequent reelections. Term limits and reelection restrictions also exist in the government of corporations and firms for the chairman of the board and for the board members. In this paper, an attempt is made to identify what the major reasons for this limitations and restrictions could be. A related archetypical cost structure, also found in Inventory Theory and Waiting Lines Theory, is identified and modeled to study factors such as the cost of corruption, which are key factors in determining the optimal duration for a government term. A game theoretical consideration of corruption and term limitations strategies is presented at the end of the paper.
