Debate internacional en torno al uso de la biotecnología: ¿Reflejo de un esquema de desarrollo desigual Norte-Sur?

Resumen
El debate en torno al uso de la biotecnología es de creciente importancia en el contexto internacional, debido a la interacción de actores e intereses que implica. Así lo reflejó la Cumbre Mundial sobre Desarrollo Sostenible, celebrada en Johannesburgo-Sudáfrica, entre el 26 de agosto y el 4 de septiembre de 2002, a la cual asistieron delegaciones de gobiernos de países desarrollados y en desarrollo, organizaciones internacionales gubernamentales y no gubernamentales, multinacionales y grupos de la sociedad civil. Entre los temas discutidos en la Cumbre, el uso de la biotecnología -entendida como la aplicación de los principios de la ciencia y la tecnología al tratamiento de materias por agentes biológicos en la producción de bienes y servicios- fue uno de los que más controversia generó, al ser relacionado con la desigual distribución de riqueza y desarrollo entre países desarrollados (Norte) y países en desarrollo (Sur). Pero ¿qué actores e intereses están en el centro del debate internacional en torno al uso de la biotecnología?. En esta monografía se analiza información bibliográfica-hemerográfica, audiovisual y primaria, para identificar las razones por las cuales el uso de la biotecnología es relacionado con el desigual desarrollo entre Norte-Sur, esclareciendo la naturaleza y los intereses de los actores nacionales e internacionales involucrados, mostrando así cómo los intereses de los actores identificados inciden en su posición dentro del debate biotecnológico. Para ilustrar esto, se toma como estudio de caso a la agrobiotecnología –entendida como la aplicación de biotecnología en el sector agrícola para desarrollar productos por medio de ingeniería genética-, mostrando los intereses y las posiciones de actores centrales, que además de generar la tensión Norte-Sur, también generan tensiones Norte-Norte y Sur-Sur, que hacen más complejo el debate biotecnológico.
Abstract
The debate around the use of biotechnology is of increasing importance in the international context, due to the interaction of actors and interests that it implies. This was reflected in the World Summit on Sustainable Development, held in Johannesburg-South Africa, between August 26 and September 4, 2002, which was attended by delegations from governments of developed and developing countries, international governmental and non-governmental organizations, multinationals and civil society groups. Among the topics discussed at the Summit, the use of biotechnology - understood as the application of the principles of science and technology to the treatment of materials by biological agents in the production of goods and services - was one of the most controversial , as it is related to the unequal distribution of wealth and development between developed countries (North) and developing countries (South). But what actors and interests are at the center of the international debate around the use of biotechnology? In this monograph, bibliographic-hemerographic, audiovisual and primary information is analyzed to identify the reasons why the use of biotechnology is related to the uneven development between North-South, clarifying the nature and interests of the national and international actors involved. , thus showing how the interests of the identified actors affect their position within the biotechnological debate. To illustrate this, agrobiotechnology is taken as a case study -understood as the application of biotechnology in the agricultural sector to develop products through genetic engineering-, showing the interests and positions of central actors, which in addition to generating tension North-South also generate North-North and South-South tensions, which make the biotechnological debate more complex.
