Resumen
La implantación de infraestructura destinada a institución de educación superior en sectores residenciales conlleva vertiginosos cambios en la dinámica social y del territorio, ocupación del espacio físico y en las relaciones entre población residente y flotante que generan tensiones sociales y modificaciones que se traducen en permanentes problemáticas de relacionamiento con el entorno que merecen ser estudiadas y necesariamente intervenidas, bien sea con la intención de mitigarlas, compensarlas o eliminarlas. Por tanto, el presente trabajo se fundamenta en la necesidad de conocer los impactos sociales que la Fundación Universitaria del Área Andina ha traído al Barrio Colombia, a fin de formular unos lineamientos para la gestión social orientados a mitigar el impacto y permitir una vinculación efectiva con el entorno. Para ello se levantó un diagnóstico que permitió identificar desde la mirada de los actores, las principales afectaciones, los mecanismos con los que se han afrontado los principales cambios en la dinámica de los residentes más antiguos y la visión de los nuevos habitantes: los comerciantes formales e informales, que si bien no pueden calificarse como residentes, estructuran su modo de vida en torno a la comunidad académica que compone la Institución de Educación Superior (I.E.S.). Identificadas las percepciones de los residentes del sector sobre Areandina, su edificación y las alteraciones que ha traído al entorno; y conocidas las acciones que desde la institución se han realizado con la comunidad para construir y/o armonizar relaciones se presentan resultados y lineamientos para la gestión social en torno a tres aspectos: uso y ocupación del espacio público, seguridad y convivencia.
Abstract
The implementation of infrastructure for higher education institutions in residential sectors carries vertiginous changes in the social and territorial dynamics, occupation of the physical space and in the relationships between resident and floating population that generate social tensions and modifications that translate into permanent problems of relationship with the environment. This problems deserve to be studied and must be intervened, either with the intention of mitigating, compensating or eliminating them. Therefore, the present study is based on the need to know the social impacts that the Fundación Universitaria del Área Andina has brought to the Colombia borough, in order to formulate guidelines for social management aimed to mitigation of the impact and allowing an effective link with the environment. For that, a diagnosis was made that allowed us to identify from the perspective of the actors, the main effects, the mechanisms with which the major changes in the dynamics of older residents have been addressed and the vision of the new inhabitants have been faced: the formal and informal merchants, which although they can not be qualified as residents, they structure their way of life around the academic community that makes up the Institution of Higher Education . Once Identified the perceptions of the residents of the sector around Areandina, its construction and the alterations that it has brought to the environment; and the institution actions are known and they have been carried out with the community to build and / or harmonize relations, results and guidelines are presented for social management around three aspects: use and occupation of public space, security and civic coexistence.
