Resumen
La evidencia empírica mundial muestra un fracaso completo de los programas de pro­ moción del desarrollo, por lo menos en el período 1941 - 2001 durante el cual el con­ cepto teórico de desarrollo se convierte en un concepto político. Las diversas formas de intervención y el gasto de cantidades incon­ mensurables de recursos muestran un mun­ do patéticamente dividido entre un reducido número de "ganadores" y un enorme con­ junto de "perdedores". El autor plantea que de aquí en adelante habrá que considerar el fomento al desarrollo como un "imperativo categórico" kantiano; que además será preci­ so colocar en pri mer plano la dimensión axiológica o valórica del desarrollo, mostran­ do así su carácter de estado y de proceso in­ tangible, su bjetivo, dependiente de la trayectoria y del territorio. Las causas del fra­ caso del último sexenio se centran, según el autor, en el "peso de la noche cartesiana", es decir, en el apego irrestricto al paradigma positivista y al método analítico, que llevado al plano de la acción se ha traducido en el "incremcntalismo disjunto" de  Lindblom. El autor sugiere un cambio radical de enfo­ que, dando paso a un paradigma que com­ bine la complejidad con el constructivismo, que considere el desarrollo como una "pro­ piedad emergente" de un sistema territorial complejo, y que utilice conceptos e instru­ mentos como la "sinapsis neuronal", la "si­ nergia cognitiva", y la "conversación social" como medios para realizar una "ingeniería de las intervenciones territoriales" que gene­ re, dcctivamente, el desarrollo. Se sugieren complejas cuestiones de reforma en la mane­ ra de hacer gobierno.
Abstract
The world empírica! evidence shows a total slump of the promotion  of development programs, at least in the period  of 1941 - 2001, period in which the theoretic concept of devclopment turns in a political concept. The d ifferent intervention forms and the unlimited costs resources show a pathetical separate world within a limited number of "winners" and a great joint of "losers". The author afiirms that from now on it must be considered the development fomentation as a Kantian "categorical imperative". Also, it must be put in first place the axiological dimension of development, showing its state and intangible process character, subjective, dependent  of  the  t rajcctory   and  the territory.  The reasons of  the collapse of the last sexennium are centered, according to  t he  au thor,  in  "the  weight  of  the Cartesian night", it means, in the unres­ trictive adhesion to positivistic paradigm and to the analytic method.  When it has took to action, it has been traduced  in the "disjunctive increasing" of Lindblom. The author suggests a radical chan ge in the approach, suggesting a paradigm that com­ bines the complexity of constructivism, that considers the development as an emergent propriety of a complex territorial system, ant that uses concepts and instruments like "the  ne uronal   synapses,  the  cognitive synergy'', and "the social conversation" as means to raise an "engineer of territorial intcrvcntions" that gender the development effectively. lt suggests complex reforms in the manner of doing government.
