Caracterización del entorno macroeconómico de Argentina y su repercusión en la balanza comercial del sector automotriz 2000 – 2019

Resumen
Entre el periodo 2000 – 2019, el panorama de la economía argentina reflejó una hostilidad cambiaria, fiscal y monetaria la cual sumió al país en ocho recesiones, una depreciación del peso cercana al 600% durante los últimos 5 años e inflaciones anuales por encima del 50%. No obstante, el comportamiento de su balanza comercial fue positivo al registrar un déficit en sólo 3 de los 20 años de estudio, situación contraria a la balanza comercial del sector automotriz cuyas importaciones de vehículos sobrepasaron las exportaciones en 17 de los 20 años de análisis, siendo un fenómeno crítico en una industria cuyo aporte al PIB industrial es del 6,6%. Este estudio buscar establecer qué factores a nivel macroeconómico han influido en el comportamiento contractivo de la balanza comercial del sector automotriz, razón por la que se realizó un análisis evolutivo de distintas variables como el PIB real, el tipo de cambio ARP/USD, las exportaciones e importaciones totales de Argentina y las exportaciones e importaciones del sector automotriz. Posteriormente, se llevó a cabo un estudio correlacional para identificar si el tipo de cambio ARP/USD ha sido influyente en el nivel de exportaciones netas de vehículos y fueron abordadas otras causas macroeconómicas para precisar por qué las cifras de balanza comercial fueron mayormente negativas durante el periodo analizado. Como resultado, la depreciación del peso no benefició un aumento de las exportaciones de vehículos en una economía en vía de desarrollo como Argentina. La elevada carga fiscal en la cadena de producción de vehículos, el incremento del costo de autopartes importadas a raíz de la depreciación del peso y la dependencia comercial con Brasil han creado una desventaja comparativa dentro del sector, donde fue más rentable para las terminales vehiculares importar vehículos en lugar de producirlos y exportarlos. Además, la baja apertura económica de Argentina y la producción de modelos diferentes a los modelos SUV más demandados en los mercados externos condujeron a que el sector fuese en su mayoría deficitario en los últimos 20 años.
Abstract
Between the period 2000 - 2019, the outlook for the Argentine economy displayed an exchange, fiscal and monetary hostility which immersed the country in eight recessions, a depreciation of the Argentine peso close to 600% during the last 5 years and an annual inflation above 50 %. However, the behavior of its trade balance was positive by registering a deficit in only 3 of the 20 years of study, a situation contrary to the trade balance of the automotive sector whose vehicle imports exceeded exports in 17 of the 20 years of analysis, being a critical phenomenon in an industry whose contribution to the industrial GDP is 6.6%. This study seeks to establish which factors at the macroeconomic level have influenced the contractionary behavior of the trade balance of the automotive sector, which is why it was performed an evolutionary analysis of different variables such as real GDP, the ARP/USD exchange rate, total exports and imports of Argentina and exports and imports of the automotive sector. Subsequently, a correlational study was carried out to identify the repercussion of the ARP/USD exchange rate in the level of net vehicle exports and other macroeconomic causes were addressed to specify why the trade balance numbers were mostly negative during the analyzed period. As a result, the depreciation of the peso did not produce an increase in vehicle exports in a developing economy such as Argentina. The high tax burden in the vehicle production chain, the increase in the cost of imported auto parts due to the depreciation of the peso and the commercial dependence on Brazil have created a comparative disadvantage within the sector, where it was more profitable for vehicle terminals to import vehicles instead of producing and exporting them. In addition, the low economic openness of Argentina and the production of vehicle models other than the most demanded SUV models in foreign markets led to the sector being mostly in deficit in the last 20 years.
