dc.description | El objetivo de este documento es evaluar el impacto del programa Alianzas para la Innovación en sus fases 2 y 3 que fueron llevadas a cabo entre los años 2015-2017. Este programa de promoción de la innovación forma a los empresarios para desarrollar prototipos de innovación, es ejecutado por las Cámaras de Comercio de Colombia bajo la coordinación y soporte financiero de Confecámaras y Colciencias. A partir de los registros administrativos RUES y PILA se captura la información longitudinal para las empresas para el periodo 2013-2018 y se evalúa el impacto del programa sobre la supervivencia empresarial a cinco años y la generación de empleo formal para aquellas empresas que implementaron su prototipo de innovación. Para llevar a cabo la evaluación se utilizan modelos de duración para el caso de las estimaciones de supervivencia y se realiza una combinación de propensity score matching y diferencias en diferencias para el caso del empleo. Los resultados muestran que después de emparejar las empresas y controlar por características que no varían en el tiempo, el programa tiene un efecto positivo y significativo sobre la tasa de supervivencia de las empresas tratadas en el marco de la formalidad de 5 pp y el efecto sobre la creación de empleo es nulo. Adicionalmente se encuentra un efecto diferencial en la tasa de supervivencia. Es más alto para las empresas que innovan en producto sobre las que lo hacen en proceso, así mismo se encuentra un efecto para las empresas que capacitan sus empleados tipo blue collar mostrando la importancia de la orientación al aprendizaje y el desempeño de la empresa. | spa |
dc.description.abstract | The objective of this paper is to evaluate the impact of “Alianzas para la Innovación” program in its phases 2 and 3 that were implemented between 2015-2017. This innovation promotion program trains firms to develop innovation prototypes, it is executed by the Colombian Chambers of Commerce under the coordination and financial support of Confecámaras and Colciencias. The results show that after matching the firms and controlling for characteristics that do not vary over time, the program has a positive and significant effect of the 5 pp in the survival rate of firms treated and there is not effect on employment. Additionally, there is a differential effect in the survival rate. It is higher for firms that innovate in products compared to those that innovate in process, and there is an effect for firms whose blue-collar employees are trained, showing that learning-oriented firms support firm performance. | spa |
