Resumen
Actualmente, el territorio Wayuu ha sido objeto de consultas previas para la implementación de 16 proyectos eólicos que producirán 2.5 GW que serán integrados al Sistema Interconectado Nacional (SIN), los que podrían dar solución a algunas de estas necesidades. Sin embargo, en el desarrollo de los proyectos energéticos se han presentado múltiples conflictos con las comunidades Wayuu de las áreas de afectación, los que han hecho que algunas empresas piensen en la inviabilidad de sus proyectos en La Guajira. En este sentido, gran parte de las dificultades que afrontan las empresas en estos momentos tienen que ver con la forma de intervención en los territorios, por ello, es necesario cambiar el enfoque y pensar de forma creativa para involucrar al pueblo Wayuu, proactivamente, en estos proyectos. Una de las opciones para esto es a través de asociaciones Estado-Comunidad, Empresas-Comunidad o cualquier otra alternativa que involucre al pueblo Wayuu como socios empresariales. Por lo anterior, el presente estudio pretende diseñar un parque eólico que satisfaga las necesidades de la comunidad y permita proveer energía eléctrica al sistema de conexión nacional. Adicionalmente, se busca analizar la viabilidad técnica, económica y social de un proyecto de generación de energía eólica con participación comunitaria en las territorialidades Wayuu de la Alta y Media Guajira, específicamente, en el corregimiento de Bahía Honda. De esta forma, la comunidad sería socia y beneficiaría del Proyecto de Energía Eólica Comunitario (PEEC), asimismo, disminuirían los problemas entre empresas privadas de generación, Estado y comunidad.
Abstract
In the Wayuu ancestral territory there has been a historical state neglect that has caused the Wayuu people to live in precarious conditions and with a high rate of unsatisfied basic needs (NBI). Among the most important needs are the lack of drinking water, lack of access to good quality education, unemployment, severe and chronic malnutrition, among others. Currently, the Wayuu territory is undergoing prior consultations for the implementation of 16 wind projects that will produce 2.5 GW, which will be integrated into the SIN, and which could provide a solution to some of these needs. However, in the development of the energy projects, there have been multiple conflicts with the Wayuu communities in the affected areas that have caused some companies to consider the unfeasibility of their projects in La Guajira. In this sense, knowing that most of the difficulties faced by the companies at this time have to do with the form of intervention in the territories, it is necessary to change the approach and think creatively to involve the Wayuu people in a proactive way in these projects. One of the options for this is through State-Community, Business-Community associations or any other alternative that involves the Wayuu people as business partners. Therefore, this study aims to design a wind farm that meets the needs of the community and at the same time provides electricity to the national connection system. Additionally, it seeks to analyze the technical, economic and social feasibility of a wind energy generation project with community participation in the Wayuu territories of Alta and Media Guajira, specifically, in the village of Bahía Honda. In this way, the community would be partner and beneficiary of the Community Wind Energy Project, and the problems between private generation companies, state and community would decrease.
