Resumen
El informe analiza la regulación del océano y las aguas en las Contribuciones Nacionalmente Determinadas (NDC) de Brasil, Chile y Colombia, en el marco del Acuerdo de París y su implementación en América Latina; se realiza un estudio comparativo de las políticas y enfoques de cada país en relación con la mitigación, adaptación y gobernanza de los recursos hídricos y marinos. En Chile, se prioriza la conservación de ecosistemas costeros, la creación de áreas protegidas y la implementación de soluciones basadas en la naturaleza para enfrentar la escasez hídrica; en Colombia, se destacan políticas de manejo sostenible del agua, planificación territorial basada en el agua y gestión de cuencas hídricas; brasil, por su parte, incluye por primera vez los océanos en su Plan de Clima, promoviendo la conservación de biomas marinos y garantizando la seguridad hídrica. El informe también resalta la importancia de los océanos en la lucha contra el cambio climático y la necesidad de una gobernanza ambiental integrada en América Latina; además, se mencionan las actividades realizadas en la 3ª Escuela de Derecho Ambiental, que incluyeron talleres, debates y visitas técnicas para fomentar el intercambio de conocimientos y la cooperación internacional en temas ambientales.
Abstract
The research conducted by Group No. 5 of the Third School of Environmental Law sought to establish the differences between Brazil, Chile, and Colombia in their compliance with the Nationally Determined Contributions (NDCs) and the protection of oceans and waters within the South American context. This involved a comparative analysis of the three countries, attempting to answer the following questions: Are waters and oceans regulated in the NDCs of Brazil, Chile, and Colombia? And what are the mechanisms and approaches used to address this regulation? The research also aimed to determine the role of the Paris Agreement and the NDCs in addressing the effects of climate change in Latin America and the Caribbean, verifying their importance within the international legal framework concerning the oceans.
