Inversiones para el desarrollo territorial en el marco del posconflicto. Resultados en actividad económica, conectividad, infraestructura y educación en Colombia

dc.descriptionEste estudio analiza el impacto de las inversiones en el desarrollo territorial en Colombia en el marco del posconflicto. A partir de la firma del acuerdo de paz en 2016, se han destinado recursos significativos a los municipios más afectados por la violencia y la pobreza, priorizando sectores como infraestructura, educación y conectividad. Se utiliza un modelo de diferencias en diferencias sintético para evaluar el efecto de estas inversiones sobre la actividad económica, la conectividad y el desempeño educativo. Los resultados indican que las inversiones tienen un efecto positivo en la actividad económica , aunque sus efectos en conectividad han sido limitados y se observa un efecto negativo en la educación. Estos hallazgos sugieren que, si bien las inversiones son necesarias para la recuperación territorial, su efectividad depende críticamente de factores contextuales y el diseño y pertinencia de las intervenciones para una mejor focalización de los recursos abordando los problemas estructurales de cada territorio.
dc.description.abstractThis study analyzes the impact of investments in territorial development in Colombia in the context of the post-conflict period. Following the signing of the peace agreement in 2016, significant resources have been allocated to the municipalities most affected by violence and poverty, prioritizing sectors such as infrastructure, education, and connectivity. A synthetic difference-in-differences model is used to evaluate the effect of these investments on economic activity, connectivity, and educational performance. The results indicate that the investments have a positive effect on economic activity, while their effects on connectivity have been limited, and a negative effect is observed in education. These findings suggest that although investments are necessary for territorial recovery, their effectiveness critically depends on contextual factors as well as on the design and relevance of the interventions, in order to achieve better targeting of resources and address the structural problems of each territory.
