Alcances y límites del principio de la responsabilidad de proteger: actuación del consejo de seguridad frente al conflicto en libia en el 2011 y Siria durante el periodo 2011-2014.
The purpose of this case of study is to determine the scope and limits of the Responsibility to Protect, as exemplified by the actions of the Security Council of the United Nations in the conflict in Libya and Syria. This requires analyzing primary and secondary sources such as official documents and academic articles, in order to ensure that the evolution of the concept of sovereignty has allowed to legitimize interventions for humanitarian purposes, and that all States have the primary responsibility to ensure the protection human rights of its citizens, otherwise, the international community must take steps to prevent or stop the massive crimes.
Análisis de la cooperación entre Argentina y Brasil para el control de la proliferación nuclear: una lectura desde el realismo defensivo y contingente
This paper aims to examine the dynamics of the relation between Argentina and Brazil for the control of the nuclear proliferation, doing a reading from the theoretical lens of the defensive and contingent realism of International Relations. Thus it is intended to study the roots of bilateral cooperation in the first half of the 80's in order to measure the scope of the mentioned theory to justify up to what point a structural modifiers influenced the security dilemma that was configured between Argentina and Brazil, and how that could boost bilateral cooperation in the field.
El fortalecimiento de organizacones terroristas en África a partir de la descentralización de Al Qaeda (2006-2013) a la luz de la teoría de guerra en red
The main objective of this thesis is to analyze the process of decentralization of Al Qaeda, because of the weakening of its base in Afghanistan through the military intervention of the western coalition. It studies how Al Qaeda evolves from a hierarchy into a network. These transformations can be explained through the principles of the Netwar theory, which include the lack of a centralized leadership, and swarming to attack. Following this line of argument, it finally demonstrates that through the expansion of the network, Al Qaeda is still maintaining the transnational jihad alive, despite its condition of weakness, through the affiliated organizations in Africa.

Las dinámicas poblaciones y la configuración del territorio, a partir de la ocupación israelí en la Franja de Gaza entre los años 1968 y 2014
The population dynamics in the Gaza Strip between 1968 and 2014 have been conditioned by the Palestine-Israeli conflict and its consequences, such as the Six Day War and the departure of the Strip in 2005 by the Israeli population. On this way, the population had to adopt particular dynamics to interact with the territory. Furthermore, the territorial planning and management in Gaza are facing great challenges and opportunities, under the governmental responsibility to articulate specific urban agendas: publics, privates and internationals, strengthen its institutions and increase the quality of life of the Palestinian population. This article seeks to revise the population dynamics in the Gaza Strip and the configuration and management of this territory, on the basis of quantities analysis which allows establishing qualitative relations and analyze different ways to understand this Strip.
El discurso del codesarrollo y la ideología poscolonial: La perpetuación de la migración desde África del Sahel hacia Francia
La proximité géographique et les liens historiques existant entre la France et l'Afrique ont tenu jusqu'à présent des relations encadrées dans un contexte de coopération entre eux. Toutefois, le nombre croissant de migrants 1.999 au 2.013 à partir des anciennes colonies françaises, le Mali et le Sénégal, a conduit la France à promouvoir une série d'outils pour le co-développement, qui est un ensemble de stratégies pour que le migrant soit un vecteur de développement non seulement pour la France mais pour leurs pays d'origine. En ce sens, cet article vise à évaluer le co-développement comme un outil discursif de la politique étrangère française -grâce à la méthode d'analyse du discours de Teun van Dijk- où le postcolonialisme a prévalu comme une idéologie dans laquelle il existe une relation entre le pouvoir et la connaissance.
El principio de responsabilidad internacional del Estado en torno a las políticas de memoria histórica adelantadas por la Comisión Nacional de Reparación y Reconciliación en Colombia (2005- 2012)
This case study examines the Principle of International Responsibility of State in the emblematic cases studied by the Historical Memory Group (GMH) from the National Commission on Reparation and Reconciliation (2005 – 2012). It argues that the GMH represented the Principle of International Responsibility of State through three dimensions: the scenarios, behaviors or events where the State incur in responsibility; the types of human rights violations attributed to the State, and the State actions facing the unfulfilled obligations. A qualitative methodology based on documentary analysis is used.
Diplomacia deportiva en Colombia: una estrategia de política exterior para evitar el reclutamiento infantil
The present study case seeks to show in which way the Sport Diplomacy has been used by Colombia as strategy to accomplish their objectives in foreign policy and change the perception of the country in the international stage, guiding the investigation to the problem of child recruitment in the armed conflict. To do that, it will be used the Sport Diplomacy as strategy of soft power, that pretends to influence in a positive way in the image that foreign countries has of Colombia, while it fight the internal problem of child recruitment.
El papel de la política exterior de Venezuela en el tránsito de la Comunidad Andina al Mercosur (2005 - 2014)
This research aims to explain the effect that changing foreign policy in Venezuela since 2005 has on the transit of Mercosur Andean Community. For this, the reasons for the withdrawal of Venezuela from the Andean Community and Mercosur integration process, in terms of regional integration will be identified. Similarly, it will developed the analysis of the evolutionary process of foreign policy that the Venezuelan government has had since the arrival of Hugo Chavez. Given the above, this project will be based on the concept of integration, under a Marxist look at a dual economic system between center and periphery. Concept advocated by Raul Prebisch.
