Summary
Abstract
A comparison was carried out between the Venezuelan and the Colombian model, although they are different organizations, federal and unitary, they are very similar with regards to its organization, in such way that the intermediate levels of government are found limited in its autonomy. From which, the concept of pure federalism was transformed into the Venezuelan State, contrary to the prerogatives of autonomy and sovereignty of the member states, it is guided by a conception of compatibility with the unitary functioning, hence a new concept of organization can be described as the federal state with a unitary tendency, in contravention of the postulates of autonomy, liberty and federation stated and cherished in the Constitution of 1999.
