Resumen
La presente iniciativa legislativa busca dar fuerza desde el ámbito legislativo a las acciones proyectadas en el Documento CONPES 4147 de 2025, mediante el cual se adoptó la Política Nacional para el Reconocimiento y Garantía de los Derechos de la población LGBTIQ+. Lo anterior, teniendo en cuenta que es un instrumento de política pública novedoso que incluye a la población migrante LGBTIQ+ estableciendo y reconociendo problemáticas actuales a las cuales se enfrentan en el marco de vulneraciones a los derechos humanos. Actualmente, persisten muchas brechas en el reconocimiento y visibilización de este grupo poblacional, por lo tanto, contar con una iniciativa legislativa que complemente el CONPES enunciado puede significar la alineación de acciones y proyectos entre las diferentes entidades y sujetos estatales con el fin de gestionar la protección y garantía de las personas LGBTIQ+ y con identidades de género diversas.
Abstract
This legislative initiative seeks to strengthen, through legislation, the actions outlined in CONPES Document 4147 of 2025, which adopted the National Policy for the Recognition and Guarantee of the Rights of the LGBTIQ+ Population. This is because it is a novel public policy instrument that includes the LGBTIQ+ migrant population, establishing and acknowledging the current problems they face within the context of human rights violations. Currently, many gaps persist in the recognition and visibility of this population group; therefore, having a legislative initiative that complements the aforementioned CONPES can mean the alignment of actions and projects among the different state entities and subjects in order to manage the protection and guarantee of LGBTIQ+ people and those with diverse gender identities.
