Elasticidad precio de la demanda para planes voluntarios de salud de Colombia

| dc.description | Desde 1993, Colombia tiene un esquema de seguridad social de salud obligatorio que tiene como objetivo brindar cobertura universal de salud a todos los ciudadanos. Sin embargo, muchos participantes del régimen contributivo compran seguros privados, conocidos como planes voluntarios de salud (PVS) para acceder a servicios de salud de mejor calidad (i. e., médicos y hospitales), tiempos de espera más cortos y una red de proveedores más amplia. El objetivo de este artículo es estimar la elasticidad del precio la demanda del mercado PVS en Colombia. Si bien múltiples estudios han estimado la elasticidad del precio para este tipo de mercado con resultados muy heterogéneos, no existe evidencia conocida para países de América Latina y el Caribe. Usando datos de la Encuesta Nacional de Presupuesto de los Hogares de 2016-2017 y aplicamos un modelo de selección de Heckman para abordar la selección en la compra de seguros privados. Nuestros principales hallazgos indican que un aumento del 1% en el precio del PVS reduce la proporción de hogares afiliados a un PVS en el país entre un 2,32% y un 4,66% con resultados robustos a diferentes restricciones de la muestra. Existen diferencias importantes entre los grupos de edad, en hogares con jefes más jóvenes, estos responden menos a los cambios de precios de PVS. Concluimos que la demanda de PVS en Colombia es notablemente elástica. | spa |
| dc.description.abstract | Since 1993, Colombia has a mandatory social health insurance scheme that aims to provide universal health coverage to all citizens, yet many contributory regime participants purchase voluntary private health insurance (VPHI) to access to better quality health services (i. e., physicians, and hospitals), shorter waiting times and a larger providers network. The objective of this article is to estimate the price elasticity of demand for the VPHI market in Colombia. Although multiple studies have estimate price elasticities for this type of market, with highly heterogeneous results, there is no known evidence for Latin American and Caribbean countries. We use data from the 2016-2017 consumer expenditure national survey and apply a Heckman selection model to address selection into purchasing private insurance. Our main findings indicate that a 1% VPHI price increase reduces the proportion of households affiliated to a VPHI in the country by about 2.32% to 4.66%, with results being robust across sample restrictions. There are relevant differences across age groups, with younger household’s head being less responsive to VPHI prices changes. We conclude that the demand for VPHI in Colombia is markedly elastic. | spa |
