dc.descriptionEl derecho internacionalmantiene una relación inescindible con el conflicto; siendo el primero la tesis, el segundo la antítesis, y la síntesis el ejercicio dialéctico que caracteriza las relaciones entre las naciones del mundo que buscan ser regladas y positivizadas. La aparición y el posterior reconocimiento del terrorismo como un fenómeno que atenta gravemente contra la paz y la seguridad internacional alertaron a la sociedad internacional que, ante la magnitud de sus efectos, emprendió una lucha frontal contra este flagelo en distintos escenarios. Los hechos del 11 de septiembre de 2001 indudablemente dieron nueva dimensión al papel del Consejo de Seguridad de las Naciones Unidas en lo relativo a la agresión y al empleo de la fuerza en el supuesto de la legítima defensa. En este contexto se presenta la discusión sobre los efectos de dicha modificación, ya sea en la vía evolutiva de un derecho internacional esencialmente dinámico o en una involución del mismo en la medida en que este órgano entendió que los actos terroristas provenientes de un sujeto activo indeterminado constituyen actos de agresión, sin importar que éste sea un actor no estatal.spa
dc.description.abstractInternational Law has a close relation with the conflict; being the first one the thesis, the second one its antithesis, and the synthesis, the dialectic exercise that characterizes relations among the nations of the world which seek to be regulated. The emergence and later acknowledgment of terrorism as a phenomenon that attempts against international peace and security, alerted the International Society, which, before the magnitude of its consequences, initiated a frontal fight against this scourge. The events that took place on September 11, 2001, undoubtedly reshaped the role of the Security Council of the United Nations in relation to both the concept of aggression and the legitimate use of force. In this context, an important discussion appears, and is related to the effects of that transformation; either on the evolutionary way of an essential dynamic international law or in its involution in the sense that the Security Council understood that terrorist acts perpetrated by an undetermined actor constitute acts of aggression, whether being an State or not state agent.spa
