Resumen
Esta investigación busca analizar las principales variables que afectan la competitividad en el Departamento del Cesar, a partir de un análisis de los resultados del Índice Departamental de Competitividad (IDC) 2013-2017 y su relación con los proyectos de inversión pública del Departamento del Cesar para esa misma vigencia. En el presente trabajo la metodología que se desarrolló fue la evaluación cruzada de los proyectos de inversión que tienen relación y/o incidencia con los pilares, sub-pilares y variables del IDC con el fin de determinar como el direccionamiento de recursos y la ejecución de proyectos pueden promover la competitividad por ende el desarrollo de este departamento. Los resultados de la investigación, denotan que si bien se ha presentado un crecimiento en el IDC 2013-2017 del Cesar, trascurrido un cuatrienio se observaron bajos índices de competitividad contrastando la inversión que asciende a 7 billones y que el 49% invertido se ha direccionado en proyectos relacionados con la competitividad y no ha generado el impacto esperado dado que los proyectos han presentado falencias desde la formulación, hasta el cierre del mismo. En cuanto a las variables que más afectan el IDC del Cesar se encontraron: sofisticación, diversificación, gestión fiscal, transparencia, coberturas en salud e inversión en salud pública. Los resultados de este proyecto son un insumo clave para los gestores y tomadores de decisiones en el Departamento del Cesar con el fin de que puedan contar con métodos y estrategias para priorizar proyectos que efectivamente logren incrementar la competitividad y desarrollo en el departamento a partir de sus recursos y requerimientos de su población.
Abstract
This research seeks to analyze the main variables that affect competitiveness in the Department of Cesar, based on an analysis of the results of the Departmental Competitiveness Index (IDC) 2013-2017 and its relationship with the public investment projects of the Department of Cesar for the same period. In this work, the methodology developed was the cross evaluation of investment projects that have a relationship and/or impact with the pillars, sub-pillars and variables of the IDC in order to determine how the direction of resources and the execution of projects can promote competitiveness and therefore the development of this department. The results of the research show that although there has been a growth in Cesar's IDC 2013-2017, after four years’ low competitiveness indexes were observed, contrasting the investment that amounts to 7 billion and that 49% invested has been directed in projects related to competitiveness and has not generated the expected impact since the projects have presented shortcomings from the formulation to the closing of the same. As for the variables that most affect Cesar's IDC, the following were found: sophistication, diversification, of fiscal management, transparency, health coverage and investment in public health. The results of this project are a key input for the managers and decision makers in the Department of Cesar so that they can have methods and strategies to prioritize projects that effectively achieve an increase in competitiveness and development in the department based on its resources and the requirements of its population.
