Resumen
En este trabajo se analiza el efecto que han tenido los acuerdos de paz sobre el PIB real per cápita en una muestra de países a nivel global que han enfrentado conflictos internos y que firmaron acuerdos de paz después de 1990 con el objetivo de poner fin al conflicto. La metodología usada es la de control sintético, pues esta permite comparar los resultados en términos del PIB real per-cápita de aquellos países que firmaron acuerdos de paz con un control construido como una suma ponderada de un conjunto de países que no lo hicieron. Los hallazgos principales apuntan a que la implementación exitosa de los acuerdos de paz es la clave para obtener la paz duradera y, en consecuencia, mejorar las condiciones económicas y sociales de la población. De hecho, se encuentra que los acuerdos de paz tienen efectos positivos sobre el nivel de democracia, la expectativa de vida de la población y el comercio exterior de las naciones que logran acabar el conflicto por esta vía. Países que han logrado implementar sus acuerdos incluyendo a las partes afectadas directa e indirectamente por el conflicto, generando confianza y expectativas en la población sobre el cumplimiento de los términos negociados, y garantizando las condiciones para la representación y participación política de las partes firmantes, tienen efectos positivos sobre el desarrollo.
Abstract
This document analyzes the effect that peace agreements have on real GDP per capita in a sample of countries worldwide that have faced internal conflicts and that signed peace agreements after 1990 to end their conflicts. The methodology to estimate the effect is the synthetic control method; this allows comparing the results in terms of the real GDP per capita of those countries that signed peace agreements with a control group constructed as a weighted sum of a set of countries that did not sign peace agreements. The main findings indicate that the successful implementation of peace agreements is key to obtaining lasting peace and, consequently, improving the economic and social conditions of the population. Additionally, it is found that peace agreements have positive effects on the level of democracy, the life expectancy of the population, and the foreign trade of the nations that manage to end the conflict in this way. Countries that have managed to implement their agreements, including the parties directly and indirectly affected by the conflict, generating trust and expectations in the population regarding compliance with the negotiated terms, and guaranteeing the conditions for the representation and political participation of the signatory parties, have positive effects on development.
