Temporary Permanent and Informal Employment: A New Analytical Framework for Labor Market Segmentation in Emerging Contexts

| dc.description | Esta tesis examina la interacción entre la informalidad, el empleo temporal y el empleo permanente en el mercado laboral colombiano, caracterizado por una alta informalidad y una expansión sostenida del trabajo no estándar. Consta de tres estudios interrelacionados. El primero desarrolla un modelo de búsqueda y emparejamiento (search-and-matching) con destrucción endógena de empleos, que distingue entre empleos formales permanentes, formales temporales e informales. Las simulaciones de política revelan que las medidas dirigidas a un segmento suelen generar efectos indirectos en otros; la reducción de impuestos a la nómina disminuye de forma consistente la informalidad y mejora el bienestar, mientras que una flexibilidad excesiva en la contratación temporal puede desplazar empleos permanentes. El segundo construye una Matriz de Contabilidad Social que desagrega los tres tipos de empleo por sectores y grupos de hogares, mostrando una fuerte dependencia del trabajo informal en los hogares de bajos ingresos y zonas rurales, y una concentración de empleos permanentes en hogares urbanos de mayores ingresos. El tercero aplica un modelo de Equilibrio General Computable dinámico para evaluar los impactos de política sobre la informalidad, el desempleo, el bienestar y la desigualdad de ingresos laborales, encontrando que medidas combinadas —como mejoras en la productividad del trabajo temporal y un fortalecimiento de la fiscalización— pueden reducir simultáneamente la informalidad y la desigualdad. En conjunto, el trabajo resalta la necesidad de políticas laborales integradas y sensibles a los segmentos, para promover mercados laborales inclusivos y equitativos en economías en desarrollo. | |
| dc.description.abstract | This dissertation examines the interaction between informality, temporary employment, and permanent employment in the Colombian labor market, characterized by high informality and a sustained expansion of non-standard work. It comprises three interrelated studies. The first develops a search-and-matching model with endogenous job destruction, differentiating among permanent formal, temporary formal, and informal jobs. Policy simulations reveal that measures targeting one segment often generate spillovers into others, with payroll tax reductions consistently lowering informality and improving welfare, while excessive flexibility in temporary hiring may erode permanent employment. The second constructs a Social Accounting Matrix disaggregating the three employment types across sectors and household groups, showing strong reliance on informal labor in low-income and rural households, and concentration of permanent jobs in high-income, urban households. The third applies a dynamic Computable General Equilibrium model to assess policy impacts on informality, unemployment, welfare, and labor income inequality, finding that combined measures—such as productivity improvements in temporary work and stronger enforcement—can simultaneously reduce informality and inequality. Overall, the thesis highlights the necessity of integrated, segment-sensitive labor policies to foster inclusive and equitable labor markets in developing economies. | |
