Understanding labor market transitions in the Green Economy: A synthetic panel approach for Colombia

| dc.description | Se prevé que la transición verde sea una de las fuerzas más importantes que configurarán los mercados laborales en los próximos años. A medida que las economías se orienten hacia tecnologías más limpias, los empleos verdes se expandirán, mientras que el empleo en sectores con altas emisiones disminuirá o se trasladará a otros sectores, dependiendo de la transferibilidad de las habilidades y el diseño de las políticas. Las transiciones laborales hacia y desde los empleos verdes siguen sin estar suficientemente estudiadas, especialmente en las economías en desarrollo, donde las limitaciones de datos restringen el análisis empírico. Este documento aborda esta limitación utilizando datos de encuestas de hogares y un enfoque de panel sintético, y estima la probabilidad de las transiciones laborales empleando un índice de verdosidad basado en las tareas y habilidades. Los resultados muestran un alto grado de persistencia en el mercado laboral, con bajas probabilidades de transición entre empleos verdes y no verdes. Además, los trabajadores con educación universitaria, empleo formal o ubicados en sectores y territorios con mayor dinamismo institucional muestran una mayor capacidad para adaptarse a esta transformación. Por el contrario, los trabajadores con niveles de educación más bajos, los trabajadores informales y las mujeres se enfrentan a mayores barreras para acceder al empleo verde. Estos hallazgos tienen importantes implicaciones políticas para garantizar una transición energética justa. Dadas las rigideces observadas en la movilidad laboral verde, los programas específicos reentramiento y capacitación profesional son importantes para que los trabajadores no verdes adquieran las competencias necesarias para ajustarse a los requerimientos del mercado laboral. | |
| dc.description.abstract | The green transition is expected to be one of the most significant forces shaping labor markets in the coming years. As economies shift toward cleaner technologies, green jobs will expand, while employment in high-emission sectors will either decline or move into other sectors, depending on skill transferability and policy design. Labor transitions into and out of green jobs remain understudied, particularly in developing economies where data constraints limit empirical analysis. This paper addresses this gap, using household survey data and a synthetic panel approach, we estimate the probability of labor transitions employs a skills-based green index. The results show a high degree of labor market persistence, with low transition probabilities between green and non-green jobs. Additionally, workers with university education, formal employment or located in sectors and territories with greater institutional dynamism, show a greater capacity to adapt to this transformation. Conversely, workers with lower levels of education, informal workers and women face greater barriers to entering green employment. These findings have important policy implications for ensuring a just energy transition. Given the observed rigidities in green labor mobility, targeted upskilling and reskilling programs are important to enabling non-green workers to acquire the necessary skills for green jobs. | |
